3. The proposal to clarify the Council's role by

closely defining its functions, coupled with the

intention to remove all officials from its

membership, will, I suggest make it correspondingly

more important to continue exploring every possibility

of broadening the basis of unofficial representation

on the Legislative Council.

4. I shall be grateful if you will inform me in,

due course of public reaction to the proposals after

they have been published in the form of a White Caper.
