Explanatory Memorandum.

Clause 2 empowers the Governor in Council to amend the

Schedule to the principal Ordinance.

Clause 3 amends the Schedule to the principal Ordinance so

as to enable a court to order both adults and juveniles convicted

of an offence under section 10 or 12 of the Theft Ordinance 1970, or

under section 33 of the Public Order Ordinance (i.c. having an

offensive weapon with him in a public placo) or an affray to be

caned in addition to or in lieu of any other punishment.
