It is considered that the Governor in Council should be empowered to amend the Schedule to the principal Ordinance by order published in the Gazette instead of a bill being required, as at present. This will enable the Schedule to be altered quickly to deal with trends in crime. Clause 2 would confer this power.

Honourable Members will be asked to advise whether the Corporal Punishment (Amendment) Bill 1971 should be introduced into the Legislative Council.
