I have now drafted the attached telegram think this reflects the wishes of the Secretary of State but I should be grateful for your views. Most of the old offences set out in Part I of the schedule to the Principal Ordinance involve violence and it may be better to put Mr Royle's proposition to the Governor in the form of "less serious" offences being deleted from the schedule. What do you think?

2. Mr Royle will not be back in the Office until next Monday, 29 March, but I think it unlikely that he will wish to be consulted about the terms of the reply to the Governor if they follow the lines of the attached draft. Mr Logan agrees that we should proceed on this basis, although he would like to see the draft before it is submitted to the Secretary of State. I think we should aimat getting the reply to the Governor by the end of this week.
