1. I would be glad of your help in clearing up a small point that has come up in connection with the appointment of Blair-Kerr as Senior Puisne Judge. Quite by chance I noticed in a Daily Information Bulletin that the official announcement of Blair-Kerr's appointment had been made in Hong Kong without further reference to us. (We still do not seem to have received a reply to FCO telegram No 400).

As I understand it, the usual drill, confirmed in Hamilton's letter to Carter (CR 1/1749/53 II of 1 May 1969) and applied on the occasion of the promotion of Scholes and Pickering (Hong Kong telegram No 376 of XXX14/30 10 June 1970 and FCO telegram No 396 in reply) is that

we should coordinate the arrangements for the announcements of such appointments simultaneously in Hongong and London. It is too late now to do anything about Blair- Kerr's appointment but I thought I should write to ask whether you are content to stick to the old arrangements or whether you would like to review them. It seems that in most of the other Dependent Territories the announcement of such appointments is made locally and not in London although in many cases the appointment is only made after consultation with a local authority.
