undesirable to establish for these judges a pensions code which would be incompatible with the Government system and which would establish an undesirable precedent to which other Hong Kong Government officers, who considered themselves to be in a special category, could refer quite justifiably. They maintain moreover that it would be wrong to establish any scheme for which post award dynamism could only be made on a basis different from that applicable to the Hong Kong Government Service generally.

9. From the point of view of dependent territory staffing generally, I have been asked to commend to you the gratuity arrangement referred to in paragraph 5 rather than a special type of preferential pension arrangement whether on the lines of a contributory scheme or on the analogy of the West Indies arrangements.
