2. I think Mr Lambert has presented the case well but the main question is whether we should be more forthcoming to Mr Litton tha we were to hr de Basto. Cn balance I think not because:-

(a) the situation has not changed since your letter of
7 July (Flag B)
(b) in anycase Lr Litton does not represent the Hong Kon
Bar Association and it would be improper to inform Mr Litton before (or differently from) the Chairman of the Associati n.
An alternative draft reply, on the same lines as that to Mr de Basto is therefore submitted.
