particularly in civil matters, would strengthen the bench.

It is, of course, realised that appointments from

the Bar would diminish the prospects of serving officers.

It should, therefore, be emphasized that, in view of the

principles set out in paragraphs 4 and 5, such appointments

will be rare and are unlikely to affect the careers of

serving officers more than transfers from other territories

have done in the past.
