You will remember Carter's request to you of April 1969 for assistance in connection with the proposal that there might be the occasional appointment from the Bar to the Bench in Hong Kong. Since then, it has been agreed that even where there is a Service candidate suitable for promotion to the Supreme Court Bench it may occasionally be desirable to advance someone from the Hong Kong Bar who has had
