MR. JUSTICE BLAIR-KERR

Appointed Senior Fuisne Judge

Her Majesty the Queen has been pleased to approve the appointment

of Mr. Justice Blair-Kerr as Senior Puisne Judge in Hong Kong. The appointment

is effective from March 28, 1971.

Mr. Justice Blair-Kerr was born in 1911 in Perthshire, Scotland

and was educated at Edinburgh University where he graduated as M.A. in 1933

and LL.B in 1935. He qualified as a Solicitor in Scotland in 1939.

Later, he was admitted as an Advocate and Solicitor, Singapore,

and he was in practice there, when he was called up for military service in

1941. He escaped from Singapore after the surrender in 1942 and his military

service continued in India and the United Kingdom.

In 1945 he returned to Malaya as a military judge with the British

Administration.

He joined the Colonial Legal Service in 1946 and he has served

in Hong Kong as Magistrate, President of the Tenancy Tribunal, Crown Counsel

and Senior Crown Counsel.

He was called to the Bar in Scotland in 1951. In 1956 he acted as

Solicitor General, Hong Kong. He was appointed as a District Judge in March

1959, acted as Puisne Judge from November 1959 and was confirmed in this

appointment on July 15, 1961. He has acted as Senior Puisne Judge on a

number of occasions since 1963.
