From the point of view of overall depend ent territory staffing, there would be advantage in
commending the gratuity arrangement referred to by Mr Hall in paragraph 2 of his minute rather than a special type of preferential pension arrangement for Hong Kong Judges whether on the lines of a contributory scheme as outlined by Mr Rushford or on the analogy of the West Indian Federation proposals.
2. I agree with Mr Hall that there is no reason why we should not set out the various possibilities in a letter to Hong Kong but would hope that our presentation could be weighted accordingly and that in referring to the idea of a contributory scheme limited only to a certain category of Judges in Hong Kong we could make it clear that such an arrangement would be open to the objections indicated in paragraph 2 of Mr West's letter of 12 November.
