Thank you for your letter HKK 11/1 of 27th August about Typhoon Rose, which crossed my telegram No. 614 to FCO of the same date and Arthur Maddocks's letter reference SCR 1/4731/49 III of 35 27th August to John Morgan.

I enclose a preliminary report by Special Branch on the communists' efforts to distribute their HK$7.4 million relief fund. We will of course send you a full report later but it is likely to be several weeks before the full story of their aid distribution is known.

I entirely agree that the best course for HMG is to do nothing. We are more than a little irritated by the implication of the Chinese donation that our own efforts and resources are inadequate. It would not have been appropriate to receive a donation from London and as the sum could not in any case come near the large sum given by Peking it would have been helpful neither to you nor to us.

If there should be a disaster in future which appears to justify some contribution from London I think the two points that should be borne in mind are
