Thank you for your letter of 28 August.

The Government and people of the United Kingdom have

naturally felt deep concern at the loss of life and

damage caused in Hong Kong by Typhoon Rose. As you know

these feelings have been publicly expressed by Her

Majesty The Queen and by the Secretary of State.

We have received no request from the Hong Kong Government

for financial help towards the cost of repairing the

damage. We have in fact felt here that not only is

Hong Kong fully capable of meeting the ill without any

such assistance, but that the Colony would in fact

prefer to do so without recourse to outside aid.
