2. The figure of £12 million annually was not mentioned by Mr Healey when he visited Hong Kong in June 1969. (See the record of his discussions with the Governor flagged M at 35 on HKK 10/9 (1968/69) attached) It was, however, mentioned by Mr Cooper (one of Mr Healey's Under-Secretaries who accompanied him on the visit) in the course of a conversation which he had with the Governor at the time. (See paper flagged H at (38) on the same file).
3. I was not present at all the meetings in the department with Sir David Trench when he was last over here, but unless the figure of £12 million was mentioned to him in the course of those discussions, the only other occasion which I have been able to trace on which it was mentioned was in a personal telegram which Mr Laird sent to the Governor in December 1970 to keep him up- to-date as regards the progress of our discussions with the Ministry of Defence and the Treasury. (See paper flagged F at (104) on attached file HKK 10/9 (1970)).

At no time in the course of the negotiations was a request for a contribution of £12 million ever made to Hong Kong.
