HONG KONG DEFENCE CONTRIBUTION

The
A Resolution seeking formal approval for the payment to HMG of a contribution at the rate of £8 million a year will be introduced into the Legislative Council in Hong Kong on 6 October. Governor will of course be keeping us in touch with local reaction to the new agreement when the details are made known. Meanwhile in case you are approached for information we suggest you could say -
"Traditionally Hong Kong has made a contribution to Her Majesty's Government towards the cost of its defence and of the assistance which Her Kajesty's forces provide for internal security. It has recently been agreed that over the 5 years from 1 April 1971 this contribution shall be at the rate of £8 million per annum (compared with £5 million per annum over the period 1967/71)."
If asked about the total cost of HMG's forces in the Colony
"About £26 million during the financial year 1971/72 compared with about £16 million for the year 1966/67."
If asked about the size of the garrison
"It is not our practice to give such details."
