Urban Councillors maintain that it is unreasonable for Hong Kong to contribute $840 million as defence costs. They stress that there
is no necessity for such a large garrison, as serious riots seldom occur in Hong Kong.
The burden of such large defence cost will affect the welfare of the society. Hong Kong Government is worried that this will arouse the indignation of titizens.
