HONG KONG DEFENCE CONTRIBUTION

Department

The purpose of this submission is to inform

Ministers of the outcome of our negotiations with

the Hong Kong Government over the question of the

Colony's defence contribution/ox 23 July the

Defence and Overseas Policy Committee decided that

the Governor of Hong Kong should be instructed to do

his utmost to secure the support of his Executive

Council for a proposal that Hong Kong should, subject

to certain conditions, make a contribution towards

the costs of the Colony's garrison at an average annual

rate of £8 million for the five-year period April 1971

Merch 1976.

23. In my submission

submission of 23 September I reported that

the Governor had managed to secure the support both of

his Executive Council and of the Finance Committee of

the Legislative Council for the proposal in question;

and that there remained only the need to obtain the

formal approval of the Colony's Legislative Council.
