8 October only one of the four English language newspapers

had any reference at all to the matter (and this was in a very

low key).

5. The Governor has always stressed the importance in Hong

Kong of the right presentational approach to this question;

and the desire of the Hong Kong Government to demonstrate that

they had done their best on Hong Kong's behalf is understandable.

I must however place on record that at no time during the

negotiations did we present the Hong Kong Government with a

request for £60 million over 5 years.

Action on the decision of DOPC has now been successfully

completed (a telegram congratulating the Governor was sent on

1 September when we heard that he had secured the support of

his Executive Council).

7. It is suggested that the Secretary of State may wish to

inform the Prime Minister of this satisfactory outcome to the

matter. A draft is attached.
