I have just scen a copy of mith's letter to you DO 1112/30 of 13 august about socka cervices in liong Kong,

I would be most concerned if there is or was any arrangement which led to epiroved works services in ilong Kong for the Ministry of Defence being held up in any way pending agreement as to how much should be paid for by 10 or the Hong Kong Government in the light of the outcome of the defence contribution negotiations.

3. As I see it, until the outache on the defence contribution decrees otherwise, there are ne (rounds for all a roved Pert 1

To the extent that the defence contribution arrangements should finally result in Hong Kong not picking up all works costa (capital and maintenence), we must surely accept that we will honour the billa concerned, Equally, if the outcome provided for Hong Kong to cover all capitel and other works expenditure they must be prepared to settle with DOE for all expenditure incurred by the latter since 1 April 1971.
