The Unofficial Members of the Executive

Council have asked me to forward to Your Excellency 2 copies of the attached Memorandum.

In doing so I have been asked to say that the Unofficial Members have given most careful and prolonged consideration to this matter and have taken into account all the information contained in the documents made available to them, including Your Excellency's letter to me dated 18th February 1971 as well as other information conveyed to them as the result of my call at Government House.

Notwithstanding these considerations, the Memorandum contains no recommendation for a particular sum, since the Unofficials feel that the points of principle dealt with in the Memorandum need first to be considered.

Finally, I am asked to say that the Unofficials would be glad, should it be Your Excellency's wish, to meet you for further discussion of this question.
