Your paragraphs 5 and 6. Your arguments

are fully understood but the fact remains that

under your own proposals HMG would receive

£3.5 million less during period 1971/2 to 1975/6

than under the terms conveyed in paragraph 2 of

my telegram No 553.

5. Your paragraph 8 is noted but in seeking to

secure support of Executive Council for our

proposals, as I now ask you to do, you should not

say anything at this stage about the use of the

reserved powers.
