(a) because of the attitude of the Governor's
unofficial advisers towards the payment of a
contribution;
(b) because of the failure to reach inter-
departmental agreement in Whitehall, at the
official level, on the size of the future
contribution to be expected from Hong Kong.
The attached draft Memorandum for the Defence and
Overseas Policy Committee has accordingly been
prepared, after consultation at the official level with
the Treasury, Ministry of Defence and the Department of
the Environment.
