1. We were most concerned to hear that Tang

thinks that a grant of up to £1 million for the

Polytechnic might be feasible. Although there

was some talk about matching contribution from

Hong Kong's resources if a further gr nt from

HMG could be approved Mr Royle made it abundantly

clear that he could give no assurance whatsoever

to Tans that it would be possible to provide

Tang assistance to Hong Kong in the way he had suggested.

2. Full account of Mr Royle's talk with Tang

will be in tomorrow's bag together with message

for Tang. We hope you will be able to avoid any

discussion about the defence contribution until

you have received this full account and been able

to explain the position to Tang.
