I believe you are aware that Soper had to give a verbal asmırance to tifs effect in respect of maintenance and minor works services a few weeks ago and I hope that you will not now see any objections to our providing a formal written undertaking with a suitably worded provise which will ensure that we can feed in capital works and that our works services will come to a grinding halt. I need not point out the unfortunate consequences if there are difficulties over this and I look forward te your early agreement.

This will, of course, mean seeking a Supplementary Estimate if a new defence agreement with suitable provisions is not concluded. However I am sure that you and all concerned at this end with negotiations are well aware of the urgency for an eɛrly agreement, particularly in view of this latest development which will, presumably, also extend to those services provided by the Hong KongGovernment to MOD.
