1. I had a quick word with Sir L Monson yesterday about Hong Kong telegrams Nos. 249 and 250. shall clearly have to consider very carefully what we do next. Meanwhile, Sir L Monson suggested yesterday that we might ask the Governor if he could give us any details of the counter proposal referred to in paragraph 6 of his telegram No. 249. We have accordingly prepared the attached draft. The Treasury agree that we should pick up this point. We are not giving anything away and I suggest therefore that the telegram should go.
