Dear Gaminam
At our meeting on Wednesday I agreed to draft some paragraphs on the objections to the proposal in the Governor's telegram 266. I have in fact gone a little beyond that and the attachment to this letter is the kind of reply which I would hope might be sent and includes a suggestion as to the kind of alternative proposal which might have some chance of acceptance here. We did not agree to do this at our meeting but it does seem to me on reflection that the Governor ought to have some kind of positive indication as to what might get us out of the present impasse.
