HONG KONG DEFENCE CONTRIBUTION
1. I enclose the drafts of three telegrams to Hong Kong which we have prepared following our recent discussions and correspondence on the above subject,"
2. I would emphasise that these drafts have not yet been beyond Head of Department level and may require modification in the light of any views held by higher authority here, One or other of the drafts will probably require amendment in any case to take acount of Hong Kong telegram No 291 which has just arrived and which is being copied to you, to Thorp and to Smith in the usual way.
3. I do not know if it will be considered necessary for the drafts to be seen by Ministers in the Treasury or in the Ministry of Defence or in the Department of the Environment, but it will certainly be necessary for them to go to Kinisters here, particularly since the drafts are couched in the form of messages from the Secretary of State himself.
4. Perhaps you will let me have as soon as possible any comments that you may wish to make on the drafts.

I am copying this letter and its enclosures to Thorp and Smith and would likewise be grateful to learn whether they have any comments. Thereafter we can decide whether a further meeting will be necessary before the drafts are submitted.
