We are not clear as to what
is meant by your proposal that all repeat all capital
works undertaken would revert to Hong Kong if no longer
required by the Armed Services. We assume that this
relates only to capital works paid for by Hong Kong,
If however you had in mind all capital works (whether
paid for by HMG or Hong Kong) this would have consider-
able implications requiring careful study for which
we have no time. In discussion with other Departments
today it was agreed, subject to your views, to put
proposition to Ministers in following terms
