1. I understand that you have asked to see the papers. leading up to Mr Blackwell's letter to me of 11 December 1970. They were in our main file dealing with the Hong Kong defence contribution and they have been removed to this temporary jacket.
2. There is a long story behind this and I think it would be best if we could have a talk on the matter at some mutually convenient time. As you will see it is my intention to discuss Mr. Blackwell's letter with Mr. Wilford, who is at present in Singapore. back in the Office next week.
