.I am glad to tell you that if you are able to.

negotiate with your Executive and Legislative Councils

an annual defence contribution of £81 million for five

years with effect from April 1971 such a contribution

subject to the following conditions would be accepted

by HMG.

(a) The Hong Kong Government, within the £8

(subject to (b) below), would pay for the cost of

minor works and maintenance of all Services' buildings

and installations in the Colony: a sum of £2.2 million

annually would be allowed for this purpose, thereby

reducing the annual cash contribution, for presenta-

tional purposes in Hong Kong, to £6.3 million.
