The attached draft has been agreed with the Treasury, the MOD and the DOE and although it is rather long I recommend that we should send it as it stands.

2. The Treasury and the MOD feel very strongly that we should not lead the Governor to believe in any way that Ministers would be prepared to accept anything less than £8.5 million. In the submission to Ministers it was stated that "We shall report again to Ministers if the Governor is unable to obtain his Legislative Council's agreement to this." It is a pity that we could not get the MOD and the DOE to be more forthcoming about the £3 million for capital works. Virement between capital costs and the recurrent element of the contribution has however been one of the Governor's proposals from the beginning. Paragraph 2 of the telegram should therefore help him, at least to some extent, in his negotiations with the Unofficial Members.
