DEFENCE CONTRIBUTION

Ministers have taken careful note of the views

expressed by the unofficial members of your Exécutive

Council and they fully appreciate and respect the

strength and sincerity with which those views are

held. The following is their reply to the

Submission by unofficial members.

It is true that in 1966 the United Kingdom's

precarious balance of payments position was a major

factor contributing to the request for an increased

defence contribution from Hong Kong. Although that

situation has now materially improved, a legacy of

the 1966 position is that the United Kingdom still

has a very large burden of overseas debt. The last

available figures (September 1970) show that a

:

total of £1611 million in short and medium term

borrowings have to be repaid, over the next few years.
