I have no comments on the draft enclosed with your letter of 26 February; the proposal is

to use the money on British equipment for technical education; but we here are not in a position to judge between the needs or importance of one institution or another. My understanding is that you particularly want to use this money to secure a good wind for the proposed technical institutes and we are content to accept your judgment on the point.

I have copied this letter and your letter and enclosure to Lee in the Treasury who ought to be kept informed of any developments.
