ODA letter of 3 March at (42) turns down the request for funds for books for the library of the Polytechnic.

You suggest that the cost of the books might come from the £4000,000 for the Technical Institutes but, since in telegram No 183

to Hong Kong it is stated that this money is specifically for technical institutes, it may be difficult to vary the proposal now.

I recommend that we should wait for Hong Kong to decide on establishing the technical institutes and then consider whether we should suggest that part of the sum available should be set against the cost of books for the Polytechnic.
