GAILER REPORT ON TECHNICAL EDUCATION IN HONG KONG

2. I agree with you that if we wish to pursue Mr Gailer's suggestion about putting money into the Morrison Hill Institute we shall have to consult Mr Royle. It seems to me however that the situation described by Mr Gailer in his report is slightly different from the situation obtaining when the
• Governor sent us his telegram No 115 of 22 February. You will remember that he then suggested that the grant might be applied to the Folytechnic or perhaps for the purchase of equipment for technical education generally. In cur reply (PCO telegram No 183 of
3 March) we stressed the point that the grant was "for equipment to go into technical institutes": The Governor accepted this in his telegram to 175 of 13 Larch.
3. In part 3 (Further Developments) of his report Mr Gailer described the proposals to expand the Morrison Hill Institute at a total cost of something like 1 million. In all the circumstances I would be prepared to recommend to Mr loyle that Mr Gailer's roposal be put to the Hong Kong Government. May I say that the CDA agree? If you do agree,
will it be necessary to consult the Treasury?
