I am enclosing for your information a copy of Hong Kong telegram number 229 of 2 April.
The letter from ir Leslie Monson referred to in this telegram was a personal and confidential one to the Governor explaining that it was only with the greatest difficulty that we were able to obtain agreement with other departments to make the offer of £400,000 to Hong Kong and that therefore we thought it would not be wise to try to vary the terms of the offer as suggested by the Governor, Faregraph 3 of Sir L Monson's letter referred to the Morrison Hill Institute and asked whether it had been equiped already or whether £100,000 of the grant could be set aside for this purpose.
The reply from the Governor has of course made it quite clear that there would be no point in seeking to vary the terms of the offer so as to include the Morrison Hill Institute within its
scope.
