MR P Y TANG AND THE HONG KONG POLYTECHNIC
1.
When Mr P Y Tang was in London recently he called on
Mr Royle. I was present at the discussion. Mr Tang has now written to Mr Royle saying, inter alia, that he "was very interested indeed in the suggestion that a further grant of £600,000 together with the £400,000 promised earlier totalling £1 million might be feasible". Mr Tang has also talked to
the Governor about this and Sir L Monson has just received
Sir D Trench's 2 letters of 11 May.

3. It is most unfortunate that this complication with Mr Tang has come up now when we are in the middle of the defence contribution negotiations. I consider however that it is

most important that Mr Tang should not be allowed to retain the impression he appears to have gained that a further grant of at least £600,000 is "feasible". I accordingly recommend that a telegram be sent to the Governor on the lines of the draft attached and that we should follow this up with a letter
in tomorrow's bag. A draft is attached. This gives the Governor discretion (i) to suggest any amendments to the message to Mr Tang and (ii) to send the message to Mr Tang at the best possible moment having regard to the stage reached in the
