I spoke to Price in your Department yesterday about the proposal that we should make a grant of £400,000 to Hong Kong
for the purchase of British equipment for technical institutes. I explained to Price that Mr Royle had recently received a letter from Mr Wood in which the latter had said that he had come to the conclusion that this was something he did not feel he would be justified in taking on.
We have been asked by Mr Royle to prepare a reply to Mr Wood's letter and I am enclosing a draft together with a copy of Mr Wood's letter of 4 January. I should be most grateful for any comments you have on the draft; in particular would you please expand those parts dealing with trade considerations in any way you consider necessary.
