aid policy prior to a meeting for which the Prime Minister has asked. We assume that the Prime Minister is concerned that the aid programme is administered with regard to British interests. As the P.U.S. will be attending the Secretary of State's discussion and as this is an example of what we believe to be concerning the Prime Minister in general terms, I am putting Mr. Daunt in the picture by separate minute (copy attached).
