EQUIPMENT FOR TECHNICAL INSTITUTES IN HONG KONG
1.
A draft telegram is attached. This has been agreed with
the ODA who have included the sentence about a possible contri-
bution from British industry. This proposal is referred to in paragraph 8 of Mr Wood's letter to the Secretary of State.
2.
The draft will give the Governor freedom to use this
offer of assistance in any way he considers best in connection
with the negotiations on the defence contribution. It also
gives the Governor an opportunity to comment on the idea of
publicity for the grant at this end.
3.
I have not seen the comments of the Secretary of State for Trade and Industry (please see Mr Pattison's Memorandum to Mr Forrester of 10 February). I understand however that the DTI will confirm their strong support of Mr Royle's proposal. ODA are in touch with the DTI about the arrangements for a con-
tribution from British industry. They have also put the Treasury in the picture, but there is no question of seeking the Treasury's agreement to the proposal to make the grant.
