As Unofficial Members of the Executive and Legislative Councils, the HKFS recognises your role to represent the interests of the community at large. Naturally it is the expectation of the public that their appointed representatives should strive to their utmost to bring about a Government policy for the welfare of the whole community. While recognis- ing the fact that the UMELCO has been exercising considerable influence on Government policy, we strongly URGE the UMELCO to recommend to Government that legislation be enacted accordingly. We are fully confident that the UMELCO will identify itself with the people of Hong Kong and live up to public expectations.

14th September 1971.

Yours sincerely,

Jameschen
