The letter from the National Union of Students (see (ii)

of paragraph 1 above) simply states the Union's strong support

for the proposals of the Language Action Committee of the Hong

Kong Federation of Students and seeks the Minister's views on

the matter.

I recommend that a reply to the letter be sent on

the lines of the attached draft the terms of which have likewise

been agreed with the Acting Governor.
