I am enclosing with this letter our saving despatch No. 251 about the Chinese language issue.
As you will see, it was our intention that the reply to the Federation should only be sent on to them if there were no objections at your end. Unfortunately there was a misunderstanding in Mr Royle's private office and the reply has been sent direct to Hong Kong through normal postal scrvices.
David Logan has asked me to tell you how sorry he is about this. He hopes that no harm has been caused by this mistake.
