The Minister for Trade has seen your minutes of 7 December to PUSS Trade on this subject. If you judge it necessary to retreat from the new policy in the case of Hong Kong Mr Noble would not object. He wishes it to be recognised by all concerned, however, that it is unlikely to be practicable to make concessions to one major supplier without making corresponding concessions to other major suppliers. Concessions should only be made to Hong Kong on the basis that they will be a precedent. .*
