After the Secretary of State's meeting with Mr Davies yesterday, Sir Alec asked that I produce for a possible meeting the same evening with the Prime Minister a note on a possible alternative to action on quotas now; in the event the meeting with the Prime Minister did not take place but you may nevertheless wish to see a copy of the note I prepared (which the Private Office have, in case the Secretary of State wishes to use it during Cabinet today).
