TARIFF CONSOLIDATION, ORDER

AFFIRMATIVE RESOLUTION DEBATE

Miss Lowne has asked me to send you the attached passage for inclusion in the Minister's speech in the Debate on the Tariff Consolidation Order tomorrow night. This passage and the

brief for the debate also attached - deals with the introduction of a tariff on cotton yarn and woven cotton textiles from the Commonwealth Preference Area. We are unable, at this stage, to enclose with the brief a copy of the statement on the retention of quotas which the Secretary of State is making this afternoon; a copy will follow as soon as we have the final text; and we shall also send (either this evening or tomorrow morning) any further briefing which becomes necessary in the light of developments today.
