COTTON TEXTILES DRAFT LETTER TO A.E.

At last night's meeting with the Secretary of State it was agreed that, given that EPC were unlikely to be able to take any paper during the course of next week, the Secretary of State would send a letter to the Chairman of AE (copied to EPC) confirming the intention of proceeding with the tariff on 1 January 1972 and proposing the retention of quotas from that date (Option 4).

I attach a first draft of a letter, flung together in haste. Philip Ridley is out of the office today and has not seen this. We shall certainly need extensive re-writing and, since the Secretary of State wants a draft up to him on Friday 19 November, I should be most grateful if I could have your comments, amendments, rewrites etc by noon tomorrow (Friday) to give us time, in fact, to start afresh.
