expressed by countries such as India that they would

suffer this double penalty in 1973 when we joined the

Community would be exacerbated by the knowledge that we

were anticipating this, not because of our requirements

of EEC membership but because Lancashire, due to many

factors unrelated to imports, was still unable to

survive without a strong protective wall.

A5. The foregoing objectione indicates strongly that at

this point in time, and most certainly in 'the debate

on the affirmative resolution on the cotton textile

tariff towards the end of November, there should be no

suggestion that the Government were not standing firmly
