Although the Chancellor has turned down the Minister for Trade's proposal for a temporary tariff relief provision in the Finance Bill (and there is no time to argue the toss, even if we wanted to) it seems to me that the Department's Ministers endorsed the principle of doing what we could to avoid the bunching of imports.

Enforcement

of quotas right to the end of 1971 would still go a long way to achieving this and I hope you could agree that we should go for this pis aller. It would, I suggest, be desirable to seek Ministerial confirmation and I attach a draft submission which you might send.

2 Could we if possible try to clear this to-day? I apologise for the short notice, but next week Miss Welch and I will both be out of the country and I have no Assistant Secretary at present on cotton textiles. It is now very urgent to let the trade know where we stanâ. I would be happy to arrange a meeting this afternoon if necessary.
