The British Government had indicated that it understood the problems

of Hong Kong's exporters, and was looking into the matter urgently and

sympathetically. An early reply had also been promised to remove this

uncertainty.

Mr. Cater said since the British Government first announced in

1969 the tariff proposals, the matter has been kept under constant review

in his department and by the Textiles Advisory Board. The Hong Kong

Government had also made strong representations to the British Government

on the matter which was one of the questions raised when the Governor,

Sir David Trench, led a team of officials at discussions in Whitehall last

November.
